Windows XP file encryption?

I need a way to copy files that is encrypted by a user under Windows XP, I was trying to disable the encryption but an error comes out and prevent me to decrypt it, is there some software that forcely decrypt files of Windows XP? I need the file to transfer into another drive.

      Karl,

      You will need administrator privileges on the Windows XP computer to decrypt those files. There is software that states that it can decrypt those files, but you still require a local administrator credential to do so.
