I am unable to change the logon options. When I click on user accounts >> user accounts >> change the way users log on or off, I get an error message saying that a recently installed program has stopped the ability to change this, and it offers the file dwlGina2.dll saying that can help me find the program. The thing is, I have no idea what program.

you have been infected.
restart your pc-continu on pressing on the f8 button when it start booting…then click on run in safe mode…then try to access the user accounts….if you cant that means you must reformat ur pc

The solution is to find the key GINADLL in the registry at HEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon and delete it (delete the key, don't just blank out the value!).
This causes Windows XP to load the default Microsoft start-up shell, MSGINA.DLL from system32 and the PC works as normal.
DWLGINA2.DLL is a "shell" that loads the normal windows shell, but catches your ctrl-alt-del key presses, thereby suppressing ctrl-alt-del.
I also suggest to scan your computer for viruses.
Warning: If you do decide to edit the registry, only remove the key completely. Do not point it to anything else. If windows XP cannot find the library pointed to by GINADL it WILL NOT START and you will need to recover it. Note that your GINA might have been legitimately redirected! (It might also be a trojan)
