Is it possable to use a Windows XP Operating System restore CD that came with a Gateway laptop, and use it to install the operating system on a Dell or any other computer?

Very doubtful. Manufacters like gateway and dell often include drivers and utilities on these disks specific to their hardware.

Technically, Yes. You cna use the Restore CD to reinstall Windows XP onto your computer, but it won’t have the drivers for you computer.
To get around that, go to your computer’s manufacturer’s website and go to the “Support” section. There should be a link for drivers. You will need to know your computer’s model, but once you enter that it will give you and option to download any missing drivers.
I found Dell’s support section very easy to use and it has all the default drivers for my computer.

Not possible.
Each CD has a specific serial code. (You got the sticker thing that has it?)
After installation and first run, XP connects to the internet and tells Microsoft servers the serial code. If the serial code already exists, the second computer to install it is denied the use of that CD of Windows. But if it doesn’t exist, Microsoft servers tell your copy of windows an activation code that automatically registers and Windows works fine.
If you disconnect from the Internet, Windows gives you a couple of days to reconnect and verify. If not, it disables Windows.
If you act like the lower persons whom don’t have Internet, then they have telephone services that do the same thing only you tell them the serial code and they tell you the activation code, which you type in.
If you act like lower LOWER persons whom don’t have telephone or Internet, how the heck would you have a computer?
