Windows XP SP 3 login error???

when ever i login to one of my user account in my Windows XP SP3,
i get the following error message:

"Explorer. EXE- Application Error"
& says:
'The Application failed to initialize properly (0xc0000022). Click OK to terminate the application'

when i click on "OK" nothing happens, & i'm unable to use my system…

Now, what should i do to get rid of this error message????
Please tell me!

      Restart your PC in "Safe Mode with networking" (tap F8 repeatedly during boot up) and download and install IE7 from Microsoft's website.

      Reboot in "Normal Mode" and all should be well.
