wireless encryption keeps shutting off!!!?

I have a laptop with a linksys wireless router, and when I connect to my roommate's wireless network and check if data encryption is on, it's disabled. When I try to turn on encryption, i get kicked off his network. When I try to re-connect, encryption is disabled again! Why is this happening???
