My XP SP3 is telling me I need an update for SP1.. I click install and it tells me to reboot my computer. After a while it says I need the update again. I repeat and still the same.

Try to empty all your Temporary Files in ALL of the Document and Settings Account. Clean up all Temporary and Recycle Bins. Use ATF-Cleaner from http://www.atribune.org , or use CCleaner from http://www.majorgeeks.com/CCleaner_Portable_d5735.html
The problem might lie with remnants of SP1 still trying to install some add-ons even after you installed SP3. If the message still exist even after clearing your temporary files, have you inserted SP1 CD when your PC asked for it. Clicking “Install” when update for SP1 was needed would only work if you are online.
As you have not mentioned the specific error message [what application, what file is missing, or what update is it looking for?] why your system needs an update for SP1, it would be hard to give you a specific answer.
SP from Microsoft usually overwrites the existing SP files on a computer, thus SP3 should have installed all the updates for the SP1 and SP2 files existing in your XP during the SP upgrade. Otherwise, you might have installed lately a software (such as NetFramework) that needed a SP1 fileAFTER you installed SP3, thus updates for it was not installed when you upgraded to SP3.
