I have Kaspersky anti-virus turned ON and working, but the balloon pops up saying your computer may be at risk. I have windows XP on SP3. I used to have panda and for that it said that your virus protection stats is unknown. I switched from panda to Kaspersky but this balloon keeps popping up?

No, it doesn't mean your infected. Make sure that Kaspersky is up to date. This balloon pops up on mine every time Norton Security goes to long without being updated. Windows does this every time it believes your virus software has a problem. If Kaspersky works, meaning it has blocked virus's before and seems to be working ok. Then you can probably ignore that balloon. If you want to make sure, download something like Avast from Avast.com. It's free and will scan your computer. You can do this just to double check that Kaspersky is doing it's job. Just be sure that if you do install and use Avast, you turn Kaspersky itself off. They can interfere and and annoying.

All anti virus programs do that.It simply means there's something wrong with your protection…usually it's not activated –Just turn it on

To protect your PC in the future you'll need to install anti-virus software and a firewall, id recommend using Avast and Comodo Pro firewall both are very effective and completely free, you should also switch to Firefox 3 if you are browsing with IE as its much safer and a lot easier to use.
